December 3, 1928: "The Elk Creek Forest Protective association, comprising some 40,000 acres in Watauga, Wilkes and Caldwell counties, will be under protection of the state's forest fire protection system before the spring fire system starts, according to plans now being completed by C. H. Flory, assistant state forester in charge of forest fire prevention. Virtually all of this land is owned by the Elk Creek Lumber company.
As a result of a recent inspection trip through the second fire prevention district, a fire lookout tower site was selected on Dugger Mountain, in Watauga county, and a 35 foot steel tower with an inside ladder has been ordered. Due to the fact that Watauga county is not a cooperating county in fire prevention work--that is, that it does not assist the state in this work with any county appropriation--it was not possible to make this a primary lookout station.
This lookout tower will be connected by telephone with the small town of Penly, and thence to the town of Darby, where connection will be made with the telephone company's exchange, making it possible to get in touch with the district forest warden's office.
This will be the thirteenth lookout tower to be erected in the state in connection with forest fire prevention activities." (High Point Enterprise)
