September 22, 1949: "Concrete is being poured this week for the foundations to the lookout tower to be built near Rupert. Bids were submitted by local contractors, The Melton Vault Co., who sent in the lowest bid, was awarded the contract.
Work will begin on the actual tower construction just as soon as the steel arrives. We are going to build the towers ourselves and thus save a good deal of money which can be used for other purposes." (Butler Herald)

December 22, 1949: "We have just finished constructing a small one-room building which will serve as office and headquarters for the Taylor County Forest Protection Unit. This building is located on the acre of land donated by Mr. W. A. Payne for the lookout tower. The materials used in constructing the building were given by local citizens interested in the fire protection program. The materials, including lumber, roofing, windows, and concrete blocks, were donated by Messrs. Frank Gray, L.L. Minor Lumber Co., Reid Lumber Co., Hayward Brothers and Melton Vault Co. We wish to express out appreciation to these citizens for their generosity and the interest they have taken in the fire protection program.
We have received word that steel for many of the look-out towers will arrive this week. Work will begin immediately on the construction of the tower. We hope to have one tower in operation by the first of the year." (Butler Herald)
