March 9, 1932: "An instance of how economics in state government need not necessarily curtail efficiency was cited by Secretary Lewis E. Staley of the Pennsylvania Department of Forests and Waters in the case of an observation tower, for protecting the forests from fire, recently erected on Little Mountain in the Mont Alto State Forest.
This tower was originally erected on Pine Mountain, Franklin county, in 1914 by Staley, who was then forester of the Mont Alto State Forest. When first built the structure was mounted by means of a ladder and the top platform, fifty feet from the ground, was open and afforded no protection to the observer in cold and windy weather. After serving its purpose for nearly twenty years in its old location the tower was recently dismantled and moved to Pine (Little) Mountain, overlooking the Cumberland Valley.
When rebuilt, wooden stairs were used to replace the old ladder and a comfortable enclosed cabin was installed on the top. In its reinforced condition this useful structure will give many additional years of service. Telephone communication is maintained between the observation station and the district forester's headquarters at Mont Alto." (The Indiana Gazette)
