1918-19: "The following rights of way at nominal considerations were granted the department by the individuals and corporations named, for the building of telephone lines in extension of the forest fire protective system: - Isaac M. Orndorf, 157 rods in Centre County at the Woodward tower. - E.S. Stover, 45 rods in Centre County at the Woodward tower." (Report of the Department of Forestry, 1918-19)
1919: "Another up-to-date wooden tower has been erected near Woodward. It also has telephone connections with the Foresters' Headquarters and the Forest Rangers." (Forest Leaves V.17-18, 1919-1922)
June 11, 1920: "Forester Silvius plans the erection of a stairway on the Woodward Fire Observation Tower, so that the beautiful scenery of Union and Centre Counties in that vicinity may be more fully enjoyed from the top of the tower." (Lewisburg Journal)
