August 26, 1923: "Provided the State will keep a man on duty during the forest fire period and will assume all expense, the Board of Supervisors of Sullivan county has agreed to expend $1,500 for the erection of a 60-foot fire tower." (Middletown Daily Herald)
1924: "Five new observation stations were established during the season of 1924. One of these was on Chapin Hill in Sullivan county, the expense of which was borne by funds subscribed by the Board of Supervisors of Sullivan county, as mentioned in the last annual report.
