c.1943: Army funding was used to construct three temporary lookout towers for fire protection, one of which was the Pigeon Roost tower on the Potomac Ranger District near Bismark. This tower was constructed primarily to protect the additional land the Forest Service was responsible for in the war years when the Army used the area for training purposes.
